Hi mate, It is possible that this number plate could be a temporary one. May be the owner is waiting for the Registration number with high security plates.
As per law a proper number plate even in case of temporary registration is allowed and approved. Such a car having our forum sticker is slightly weird.

hah! Really? I doubt that, the car looked pretty old. And you don't see Gowda's on a number plate in any brand new car.

is this scheme / layout legal? I could find a lot of vehicles with this kind of plates recently.

Came across this car near Salt Lake Kolkata. The number says BP 2A XXX. First I thought It would be a BR car without distorted R, but the number in front was also the same.

Thanks. Going by this it could be a Central Bhutan Car. But aren't Bhutan plates supposed to be Red. Also many have the number written in Dzongkha (native language) Language as well.
Thinking out loud - May be this guy would have planned to use this car in India for Long and hence changed the number plate to white.
And by the way the car is an old gen Hyundai Tucson brother.
