Thanks aargee for your comments, i am not aware why it costs that much, I think, it must be some thing to do with the authenticity, originality, fashion quotient, uniqueness as well as location from where it is bought.

I'm not a jeweler, but I can tell you that small, imperfect rubies, emeralds, etc are not especially rare, nor are they very expensive. This is the sort of thing that we can see in many shops in Chennai, set in "1-gram" gold necklaces, etc. They are very pretty, and very good value for money. As the size of the stones increases, the price shoots up. If they are clear and a good size, then we are really talking expensive!
