Tube tyres converted into tubeless - Is it possible and safe??

In the last two weeks, i have come across two tyre dealers who say they can convert the regular stock tube-tyres of my Xeta into tubeless ones.

This is the procedure according to them:

1.Remove Tube
2. Check tyre for any existing punctures and then repair them.
3. Fit the valve to fill air.
4. Check for leakages by filling tyres with water.

The cost is around 500/- depending on how many punctures need to be carried out. So experts, what;s your take on this? Is it a safe practise? Have had four punctures in the last seven days so i am tempted by this option as long as it is safe.

I can vouch that goodyear tubetype tyres can safely be used as tubeless tires b'coz thier tubetype tires also have a halo butyl lining inside the tires which prevents air from permeating, resulting in loss in air pressure.Would not know about other brands for sure. A simple way to find out is to look at the inside of the tires. Tires with halo butyl linign would have a texture-effect on the walls, whereas plain tires would look just that plain on the inside with radial lines on the walls at the most.
