As per new CMVR rules, RTO have a list of modifications that are authorised and legal individual RTO's have the authoroty to accept the list in part or full.
This list includes colour change, fitting additional mirror, 1 step upsizing of tyres, adding a accessory which is stock in higher version of same vehicle model, engine gearbox transmission swap with something already available in same version of vehicle, or already homologated for it, but not currently allowed, special seat or step for disabled, speed governer in company owned staff bus and school bus, fitting of bi-fuel(CNG / LPG) kit etc.
For this you have to fill a BTI form in advance, and again take the vehicle for fitness and passing inspection once it is done. http://www.transportindia.org/pdfforms/form_bti.pdf

@Samurai don't we wish.

So fitting bigger sized tyre would also not be allowed? Or low profile tyre?

And adding an accessory which is stock in a higher version

In other words all ICE enhancements too need RTO approval but will get so only if the added accessory is stock in a higher version?

Allowed list has one step upsizing, or upsizing lower variants to what is stock in higher ones.

I think that babus are only partially informed, so we can apply for Music system with reverse camera without mentioning brand, and it should pass through as long as highest version of same car has it, even if they understand brands, they are humans too.

I think we can tweet this to the Transport minister. He is quiet reasonable, and ready to do things, though the babu dome lethargy is slowing him.
