That is a shooting caravan. These ones are used during shooting for comfort of 'stars'. Now-a-days even television actors ask for Caravan while shooting. I have seen these types of vehicles alot since the house opposite to mine is often rented out for television serial shooting. They draw electricity line from the shooting house's electricity source.

Its not bird feather, Its a glass wool or similar material. It is there inside every two wheeler exhaust. It 'symbolizes' that its time for the Wave to get a new silencer.

It's a truck used in Driving school(as the pic suggests). To accomodate Learners(driving), they have made it as a bus.
