I guess these are "in-service" defence vehicles. There are many Ambassadors still in service with the defence.

You are correct.There are many ambassadors(mostly petrol) with All the three services.Being black, I think they must be belonging to the Army.In Trivandrum there are a few Blue coloured Mpfi ambassadors belonging to the IAF.Also once deregistered from service these vehicles will not be having those defence plates

These are Army cars. IAF (only Ambassadors) cars are Ridge blue in colour, while the Navy cars (aplenty in Kochi) are white as a rule.
The three services had different colour schemes in the earlier years for staff cars. For the Army, Ambassadors would be of the familiar Olive Green shade like their trucks and jeeps. Some Ambassadors would be painted black. And the Air Force would have black and blue cars. The Navy would be having black and white cars. The staff cars would be only Ambassadors till the turn of the millennium and even in the later years till 2011-12 or so.
With the changeover from the Ambassador to the Tata Indigo/ Maruti SX 4 and now Ciaz/ Scorpio there is again some mix-up. The IAF has black Scorpios, while the Army has procured Olive Green Safaris.
Spotted this abandoned Ambassador at Vadodara.

Saw this decent ambassador end route to Coimbatore. Some modifications are evident though.
