At any point of time, Kerala hospitals had at a maximum of 200-300 covid patients under treatment. With these numbers, it is easy to give the patients the best treatment since the state has good health infrastructure. The health minister herself has said multiple times that this kind of medical attention will not be possible when community spread happens like in other countries. Kerala will also struggle big time if those kinds of patient inflow come. Whatever success they had was in containment. That factor has played a role in lower death rate too. All the western countries are operating above the limits of their infrastructure because of the numbers. When that happens, you have to choose whom to give ventilator support.

Thanks for the info and the links. This 5.3% 'average' doesn't seem to be a weighted average. So the absolute spend could be much more i.e 5.0% of AP budget + 6.8% of AR + 7.0% of AS + ...... 5.4% of WB.

And then there is private sector investment in health.

BMC has revised its protocol for sealing of buildings in Mumbai where covid-19 positive cases are found. According to the new protocol in case of a positive case found in a society, the entire building need not be sealed. Instead only that particular floor will be sealed.

The basic necessities food and shelter, both could have been provided and have already been provided in many states. Food and other rations could have been delivered home. We should remember that when bankrupt states have done this, no reason richer states can't do. There's no necessary of cars to travel in isolation, as people should stay home. Regarding income, only if people remain alive, do they need to earn an income. In the current scenario, saving lives matter more than money.

Lockdown is not an European model. Europe never went into full lockdown, as they had the capacity to handle cases. Its the ideal model for a country like India, with limited hospital beds and ICUs, to reduce the active cases in a time, inorder to reduce the burden.

Hi

1) Number of cases and number of deaths in India and in any country “already” represent the metric you talk about. Problem is when people take these numbers absolute numbers and they compare it with other countries.

So India does not have 1 lakh cases. Correct way to say this is that India has 1 lakh infections out of 22 lakh tested. Its misunderstanding the data that is the issue. People think that out of entire population of 140 crores, only 1 lakh are infected till date and that infection is rising every day. Thats not the case.

From this perspective, people are not getting infected. Rather, infected people are being discovered.

2)
Antibody testing is different. Its a screening test.

This is in Hindi. I have added the English translation. It sums up the whole rigmarole of lockdown guidelines.

Lockdown 4.0 ki Kendriya Sarkar guidelines zari karegi
Phir pradesh sarkar apni guideline degi
Uske baad DM sahib upne guideline pesh karenge uske upar
Parantu anth mein chalegi kewal daroga ji ki guideline


In this Lock Down 4.0 first the Central Govt will issue its guidelines
Then the State Govt will issue its own guidelines
Thereafter the District Magistrate present his guidelines on top of that
But finally the only guideline that will be forced is the one of the local police station in-charge.

the new rule, which states that only symptomatic patients with influenza-like illnesses (ILI) within hotspots and containment zones are qualified for coronavirus tests, is a “diplomatic decision to decrease the number of contaminated zones”.

One observation : The covid19 website has silently added another row, to the table. It is now called "state unassigned". With 6k plus cases yesterday, I am now guessing it would be the migrants who are being tested positive?

In UP, just like Mr.Narayan mentioned some posts back, we are yet to receive the formal "office copy", now from the DM office.

Our locality was clean till yesterday, when a family of 4 with the eldest a dialysis regular, were tested to be C19 positive. Only the particular tower has been sealed and not the entire township. Even this (non)SOP is as per the whims and interpretation. Total sealing in the same district happened in another housing society not more than 15kms away. So confusion reigns supreme on the ground.

Can you name the locality where the patients were tested positive? I also live in Ghaziabad, so just want to know so that we can avoid that area. Thanks.

From my cousins place in Electronic City Phase 2 -

Apparently a physiotherapist has tested positive with symptoms in their neighborhood. The news is that he was moving around even with a fever and without mask and no regards to quarantine. He would, apparently, just pop in some paracetamol and move about!

They have sealed off portions of the area and circulating about a list of primary and secondary contacts. I was trying to gather from him if the Arogya Setu app was able to at least sound out some alarm in the neighborhood - yet to get any clarity on that.

With the lockdown restrictions slowly easing off, many localities will certainly get increased numbers of positive cases - both with and without symptoms.

At the moment people around are just (over)reacting with panic instead of dealing with the situation in a collected and composed manner - taking precautions of personal protection equipment; self isolation and medical care when clearly there are some indicative symptoms (like fever in this case); social distancing; venturing out only need based and not to pander to a restless mind that just wants you to go out and about; keeping hand sanitizers on you when you are out; etc!

I guess this is about Karnataka Patient No 1236 (on May 18th report) with interstate travel history to Vellore, TN. He is marked as expired in today's evening bulletin.
