Is there any place in Bangalore where I can swap the steel wheels on my to-arrive new EX for Tata's alloys? (I mean, anyone who would buy back the steel wheels?)
The dealer isn't willing to buy back the wheels and said I'll have to bear the full cost of the new set of alloys.

How much were expecting for those steels rims ? If you get 200 bucks per steel rim then you have hit the jackpot.

Actually nobody buys steel wheels unless they have damaged the rim. In Tata safari thats an extremely difficult thing to do. Thats why almost new rims(from people who get rims exchanged for alloys), cost so cheap.
For small cars where demand for steel rims are more(more easy to damage) rims in second hand market cost around 300rs.
I suggest you keep the rims with you, and try to use local sale or classifieds sale yourself. Put them up for 600rs, and there could be many takers.

I would suggest that you get a reverse sensor or a reverse camera fixed. It is kind of a neccesity in city traffic, especially while parking into tight spots.
Locks for your spare wheel and spare wheel cover is also essential IMHO.
Have you decided on (or fixed) the ICE?
Some recent additions to my Safari
A trunk organiser that will keep all the polishes, tools, cleaners and stuff like that from being strewn all over the trunk area floor. Bought it on ebay.in

A foldable picnic tabel made of alluminum for those quick highway side stop overs while driving. This comes along with a canopy that goes into a slot in the middle of the table. Picked this up from an exhibition at the Bangalore Palace grounds.

Trunk looks organised now. Though it apparently looks full, I was able to comfortably throw in luggage for four people for a week long trip. This trunk swallows up anything you throw into it.

I have already put a lock on my Spare wheel but could not find a good way to secure the cover although I know that someone on T-BHP had used a chain to secure the same (IIRC - Happywheels, not sure though)

This is all I can do to secure the wheel and its cover, so 'false'-hoping that these locks will deter a thief to some extent:)

All you need is 100Rs (50rs * 2) and some amount of time, at the bare minimum. Worth it, since it will save you ~Rs6,000 and quite a lot of heartburns!
EDIT:
If any queries, make a post in that thread. I am sure someone might either have thought of a more secure way to do it (than what I and Dadu have done) or might have an improved way of doing it from the already suggested methods.
