Fairly straight forward technique, I dug out this youtube video, you will find it useful.

My exif details for that shot.
Camera: Nikon D3S
Exposure: 30
Aperture: f/18.0
Focal Length: 26 mm
ISO Speed: 200
try doing it near a speed breaker. I have not got a chance to do that yet.
@wheeler, i think malayala manorama / mathrubhumi, either one of these malayalam dailies has used ur picture in their cover page.
PS: i am talking about the burj khalifa photos.

He must have used a narrower aperture (f/11?) for the star like effect, and of course long exposure for the vehicle light trails.

Forced percepective, love it. Didnt realise that till I spoted few water drops on right hand side. Made me wonder if those spots on top were pegions or something of that sort,

Lovely perspective, but I wud change composition a bit by removing the negative space on right hand side.
