Get an irregular frame / border jpg as per liking there are plenty on web or make one yourself. Choose a sepia color fill for middle of this 2. Desaturate the image in base layer 3. Apply the border image as layer on top of the desaturated base image. 4. Use Dodge BUrn or Linear burn in blending options as per your liking in this image it is Linear burn. 5. Apply a filter to scratch , You can texturise for Canvas texture as well ( not done in this image) or do both. Flatten the image and you are done.
