Why would you need custom ROMs if the phone is for your sister? If ease of use is of prime importance, the features you mentioned in your 2nd line hold good. Nokia Lumia 710 was available on some website recently for 12.5k it's an excellent buy for the price considering just a couple of months back someone I know bought the 610 for the same price.

I have to purchase an Android phone on behalf of a friend's parents for my friend on his b'day. Surprise gift. His parents have given me a price range of ~19k. This friend of mine is quite a lot into media on phone. Games, Music, Watching Movies, Youtube etc.
Right now he is using a 3-4 yrs old Samsung S1 which his sister sent him from US. What phones would you guys suggest? The only phone that i liked so far is Samsung Galaxy S Advance. My wife uses the same and is pretty happy with it. The phone is currently on GB2.3.6 but JB 4.1.2 is out already and should be available soon.
The primary requirements are
1. 4" Display
2. Front facing camera for skype / google+
3. Dual core [1 or 1.2 doesnt matter]
4. Decent battery backup.
I checked out Huawei Ascend G600 too. I found it well speced at <15k. But some how not convinced due to its presence. Since i have to take the decision i would want to stick to main stream brands.
Any other suggestion are welcome. I have to buy the phone by end of today.

Check the new Samsung Galaxy Grand. Should be around 19.5K-20K.

Well, I ended up buying something else. iPhone 4S :-)
The missus catches something in the newspaper (which I stopped reading long ago) and takes me to Reliance digital close to our house and settles everything. The money came from my wallet of course. So far so good with the expectations except the dent in the wallet.

Look at the Xperia range from Sony.
The Xperia P is a perfect fit.

You can also look at Micromax Canvas HD(A116). It is worth every penny. It will take a kick start from success of Micromax Canvas 2 (110). I still say, Micromax is way better than any HTC's and Samsung's in 15k range, yes Galaxy Flagship series of samsung is different and cannot be compared.
Another Chinese brand "Umi" is amking an entry in INdia with X1 (Dual core) and X2 (Quad core) processors. The X1 4.5 inch IPS screen with 1280X720 resolution (327 ppi) and X2 has 4.5 IPS screen with 1920*1080 (490 ppi) display.

Got Micromax Ninja A89 for my wifey. Its a 4 inch dual core (Mediatech) processor phone with 512 MB RAM and ICS 4.0.0 out of the box. The display is good (800*480) and the phone is quite fast. Got it from a local shop for 6300/- with bill and warranty.
Suggest an Android phone within 15K(no micromax etc) preferably dual core.
Shortlisted Sony Xperia U and Sola.
This phone is for sister and phone usage will be basic like few games, text, songs etc.
Happened to use a MMX A110 for a few mins recently. My feedback
- display is dull even at max brightness setting. I doubt if you can see anything in the sunlight.
- audio quality is poor. This is the basic purpose of the phone. Not the large screen format or the memory in it and it is not adequate.

Would suggest you to look at the LG Optimus L9 also. Since you didn't mention camera as an important form of usage I'm suggesting this. If you want a good camera, in the 15k range Sony has the best phones.
Bought a Samsung Galaxy S Duos for my sister yesterday for 13150 alongwith a flip cover thrown in for free. Seems a good deal.
