To clarify matters, according to the Puttuswamy versus Union of India case decided by the Supreme Court in August 2017, the Right to Privacy was declared a fundamental right by the Supreme Court. Right to Privacy is protected as an intrinsic part of the right to life and personal liberty under Article 21 and as a part of the freedoms guaranteed by Part III of the Constitution. The judgement of 2017 has broadened the scope of Article 21 to include such a right. The judgement was unanimous with all nine judges concurring with the final order. It related to data breach in respect of Aadhar cards.
Soon after the 2017 judgment all Apps, websites and other sources holding such information have complied. Hence, thereafter it is incumbent upon any government or private agency storing personal data of individuals NOT to reveal personal data under any circumstances. Any App or website revealing either names and addresses of vehicle owners will be subject to judicial review.
The only exception is when government agencies require such data for law enforcement to trace outlaws, breaches are allowed.
Therefore, do not please expect any source to reveal such data that could breach an individual's right to privacy.
