Like everyone else, i am looking forward to know more about the final version of this law.

Not sure how our lawmakers can think about banning older vehicles when nothing like this exists even in developed countries. How can a middle class family afford to scrap a vehicle for which they have spend their hard earned money. I hope the team who is working on laws like this comes back to reality from their fantasy world.

My dad's Ambassador was with us for almost 30 years. It served us well. Pleasant memories of learning to drive in that with the steering column mounted gear lever. I used to get reprimanded by my dad as I would start it in second gear as it was easier to engage than first when I learnt to drive. He bought it for ₹ 25K and sold it for the same amount in 30 years That was then and this is now!

So, scrappage, if forced upon us, will be disastrous for people like me and I guarantee there will be many many others like me who won't stay silent if we were forced to scrap our cars which are in perfect working conditions.

And what is the guarantee the next used car has to scrapped within so and so timelines. So the obvious choice is very new car or rather new car which as you told cost 6-7 lakh or above. And think this the amount of insure for one year of new car (or even used car of less than 5 years) will be close or equal to 15k of the yearly insure we pay for it. Think about it - who gains here. This is absurd policy - we all motor owners are paying road tax and plying cars which are road worthy. We should start sign a petition to abandon this rule. A mass petition should work I say. And see if my usage is very less i would rather stick to my old car than spending another lakhs for new car without usage and scrap it in another 10 years. I really dont know what a policy is this - they are really killing the auto industry with this. Who wants to buy a car in this era - that will be the mindset of middle class families which are managing their 2 ends somehow.

Our GTO itself says these all are just gimmicks and its a pipeline dream - this scrappage policy.

Thankfully the Ministry of Road Transport and Highways "Vehicle Scrapping Policy- draft guidelines" notification issued dated 14.10.2019, has no coercive provisions for the 15 year old plus motor vehicles as our media had reported till a few days ago. They had reported that the re-registration charges (on the basis of the MoRTH draft notification of 24.07.2019 - now shelved) will be hiked to upto 25 times or more to coerce owners of older vehicles to scrap the oldies and opt for purchase of new ones. It was reported that the new vehicle scrapping guidelines will also enumerate provisions for such re-registration charge hikes and fitness stringencies during fitness tests.

The draft guidelines do not however have such provisions much to the "temporary" relief of the older vehicle owners. Representationsby individuals and bodies are invited till 15.11.2019 by the MoRTH for these policy guidelines.

“Show me results. Give me prosecution figures,” Sinha was quoted by an official as saying at the meeting. “Have we been successful in stopping these vehicles from plying?”

Senior officials of the urban development, environment and transport departments and pollution control board were present at the meeting convened to take stock of the measures taken so far.

Bengal will have to present its case before a bench of the National Green Tribunal on December 16. Officials of several departments submitted a combined report that said enforcing the 15-year-old ban would “immediately affect” over nine lakh petrol-driven vehicles, of which over four lakh would be cars.

Personally as a tax paying citizen I am so disgusted with pur Government and Authorities that I would really feel quite justified in thumbing my nose at stupid draconian rules such as these. (Supporting my case throughout, with proofs by way of proper documentation).
Well maintained, Privately owned, Classic and Vintage vehicles, mostly, irrespective of age, should not fall under this rule. Saying that, it is important that we have a working check and balance and a periodic renewable certification mechanism in place for making sure that the said private vehicles are indeed in good nick. Like the mandatory MOT check in the UK.

After we scrapped our 800, Wagon R and the Karizma, I may not buy any more vehicles till I am living in Delhi.

Scrapping 3 vehicles in the space of 6 months has put a severe financial strain on me.

All 3 vehicles were in a decent condition and I think that it's a criminal waste of resources and the taxpayers' money to force them to replace vehicles after a definite time period.

What is the deciding factor for scrappage, does the metal suddenly disintegrate in the 15th year? Or does the vehicle automatically billow clouds of smoke?

What about bi-fuel vehicles? Wasn't the purpose of introduction of CNG MEANT to reduce pollution?! What about vehicles that were rebuilt with fresh parts?

Absurd and hare-brained!

A better alternative is for people to move out of Delhi and other cities.
Our villages are still healthy and beautiful.

Even better is to collect road tax for 5 years only. After that the vehicle is scrapped. You have camera recognition anyway. Simply ban such vehicles.

Companies and the govt. will mint money and the nations economy will boom with industrial activity.

One more thing.

I feel like cars all drivers must requalify their driving and riding licenses. Say every 5 years.

With age your driving and reaction ability reduces.

If you don’t pass your 5 yearly physical and mental fitness test then you must not be allowed to drive.

If you also streamline the RTO like your passport office then those who got their first license by paying someone will surely fail next time around.

A similar physical and mental test for our elected representatives will weed out feeble ones.

The strong ones can create a strong nation.

One of the news channels had shared that Commercial vehicles of 20+ year vintage would be scrapped. If true, this has a fair validity because these are the vehicles that have out-lived their useful life.

The scrapping policy is very much in process and may come up for Cabinet approval on any Wednesday, in the near future, when they usually approve major policy decisions.

Taking a cue from the Union Road Transport and Highways speech at a recent SIAM meeting he had said about the proposed new scrapping policy and the 'end of life' of 15 years suggested for all motor vehicles, amidst cheers from the captive audience of our carmakers, who went gaga and were overjoyed. No coercive measures were enumerated for privately owned, older vehicles. Only commercial vehicles were supposed to compulsorily have a "end of life", that would mean, these would be compulsorily scrapped. There are many associations and unions of commercial vehicle owners, and none of them have opposed such a measure.

My point is that can the government put in new clauses to amend and change the entire context, meaning, substance and implication of the draft V- VMP, a policy that has been put up on their website for comments by stakeholders and the public for one month ?

And can they change the name of the policy from V-VMP to Coercive- Compulsory Fleet Modernisation Programme ?
