“Transport Minister A K Saseendran has written to the Centre against the proposal to introduce a uniform motor vehicle tax system across the states without proper deliberations.
“This proposal gains significance in the backdrop of the GST which is not beneficial or fruitful to the state as on today,” he said in a letter to the Union Transport Minister Nitin Gadkari.

As per Article 246(3) and entry 57 in list II - state list of the Constitution of India, only the state legislature is competent to make laws regarding taxation of vehicles. Hence any attempt on the part of the Ministry of Road Transport and Highways, to legislate on Motor Vehicle Taxes and thereby harmonise the tax rates of motor vehicles is unconstitutional and violate the basic principles of the Constitution“

Good move. Hope it goes ahead as planned and we get what we pay for - ease of short term/long term movement within the country with own vehicle.

This should also help interstate vehicle sales because repayment of road tax in the new state is a headache and dual taxation.

Does this mean that Ex-showroom price will be inclusive of the road tax now? No more tax on tax? This was a bone of contention on the http://www.team-bhp.com/forum/indian...-showroom.html thread, and an unfair practice by various states and RTOs.

If this means an end to the oppression by the various RTOs to out of state workers, I welcome it. This should also put an end to the tax evasion by way of registering vehicles in UTs and states with cheaper rates. Of course, people from those states with lower taxes will have to bear with it.

Road tax will be there but it will be uniform road tax cross the country 8-12%.

But my question is, currently, Road tax is being levied on ex-showroom price. Ex-showroom price is Factory price + GST + transportation costs, AFAIK. The road tax is then levied on this ex-showroom price at different rates depending on the state. Essentially, you pay the GST and then pay tax on that GST. Considering that GST was intended to remove the tax on tax, it's ridiculous that this happens.

But if the rates are unified, then the Road tax rate is uniform, which means it can be levied on the factory price and not the ex-showroom price. At least that is how it should be. The customer just has to pay for Insurance and registration. That should bring the rates down significantly.

On a darker note, If this results in revenue loss for states, I think they will just raise the registration fees to make up for the shortfall.

They could also hike the tax on fuel, as has been observed off late.

They could also hike the GST cess on new vehicles, as is being done in Karnataka at present. I believe they levy an additional 3% cess on motorcycles

Looks like the one nation one road tax will be a clause in new Motor Vehicles Amendment Bill.

A leader of a party from south India said, “The job of registering vehicles is being proposed to be passed on to vehicle dealers. The government says states will get the registration money. But it is not about money; it is about control. Who is the Centre to take away that control from the states, in state subject?”

I am waiting for the day when we go truly borderless. This will also need integration of all RTO data bases. Then the 'borderless' will happen. One nation, one road .... Imagine the hardship to people in transferable jobs who move states.

This part is ongoing I believe, through the Vahan/Sarathi databases.
