From what I understand, you need to book for a particular number in advance after getting the temporary registration. That means after the vehicle is delivered.

I had already gone through it vaguely. Just wondered if there was a round about way....even the dealership told me to wait till the temp reg. But i see a lot of cars plying with temp. reg. for so many days.... invariably waiting for the number of their choice. So i just thought if i could start this process before i et delivery, i can save time. Moreover i also saw that an auctioned number will remain with you till 3 months. But what is the need for that if you already have the car...you will register it as soon as you get your number, right?

Best way to go about this would be to get an agent by yourselves. The dealers' agents are just nincompoops, who will not do anything beyond registration. afaict. Where possible, get even the temp regn by yourselves.

I just completed obtaining a number of my choice. No need for any agent at all. Everything is transparent. I wanted a particular combination of numbers, which may not be a most sought after number. The steps are simple.

1. Obtain a Temporary permit. This is valid for 14 days.
2. Check the keralamvd website to see the range of numbers for the week. Every monday a new range of numbers is announced. This is automatic. Without setting a new range on a Monday, the software will not allow the RTO to do anything. This is to make the system fool proof, so that people will not misuse.
3. Check the website whether your number is already booked or not. If someone has booked it, it will go to auction, and you have to be present at 11:00 am on the next monday when the number is put to auction.
4. Choose a suitable number. The charges for numbers are different, which are displayed in the website. Choose wisely. The minimum charge for an ordinary number is 3000. KL 01 BD 01 costs a start up of 1,00,000/- BD3 needs a start up payment of Rs. 100000. All these details are available on the website. Patiently wait for the website to load up.
5. Download the form. Go to RTO office, pay the amount and get a receipt with the number printed on the receipt.
6. Back home, check the website at night, and see your name against the number that you have booked.
7. Check it on all the days as above, to see whether anyone else has applied for it. If others are also applying, it will go to auction on next Monday. You may apply another number if you feel that the number is going to be a sought after one.

8. Keep checking till Saturday. If no one else turns up for your number, you are sure to get it allotted. If another person has come up, it may go to auction.
9. If there is an auction, attend the same, bid and get or loose. If you loose, you shall apply for your next number. Remember, you may get a maximum of two Mondays only for doing this as the temporary permit expires in 14 days. My suggestion is to get your TP on a Thursday or Friday, so that you may get enough time to do a permanent registration (two Mondays and some more days to do this. In Kerala, Bundh and Hartal may come up on any day. When I went to get my allotment, it was a Bundh day and many people were crying that if they dont get allotment and permanent registration as their TP was expiring on the Bandh day, they will have to cough up Rs. 2000/- as the fine for registration on the next day).
10. Take your vehicle also with you. You can apply for permanent registration on the same day. See the checklist of documents required for registration in the website.
11. Get the RTO spec number plate written by evening! Simple. Ask me any doubt as I have gone through the process. No agent required at all. No money to be paid as bribe. Great work by GOK.

Yes sir, temporary registration. The showroom guys generally use the short form TP for this.

I read this, and i was aware of this procedure. But my question was slightly different. I am yet to get my car. So i do not know the engine number nor have I got the TP. In such a scenario, I was wondering if there is a round about way to block the particular number that I want.

Another question that popped up is, what happens to lapsed numbers? The website mentioned it will be available at the end of that particular series, but how do we get it?

there is an option to book the number against any vehicle and then get it transferred when you get the actual car. my dealer did some golmaal and the number was allotted to me long before the car was delivered.

govigov - that is how the things used to be. You "reserve" the number, and "apply" it to the vehicle once you get delivery. (there was some deadline too, IIRC). And no, it was not 'golmal'. You were allowed to do it. But sometimes, if you wanted a random nonfancy number (like digits of your birth day, exam roll number, etc), it was possible to manipulate the order in which the papers reached the person assigning the number, so that you get the exact number you wanted in the "ordinary" course.

But the last few posts seem to suggest that the rules have changed. Even for non-fancy specific numbers, you have to pay up. That, dear, are benefits of computerisation. The govt. too gets commission on the brib^W^W service charges you pay the dealer / broker / agent.

Hi guys, my 'close' friend wants to get a licence from Kerala. She is from Cheranellore, the one near Edapally. She told me that she is gonna get her licence from North Paravoor. But I thought Cheranellore falls under Eranakulam RTO -- the one at Kakkanad. She told me that you can get licence from any of the three RTOs [North Paravoor, Mattancherry or Kakkanda] Is it true???

I looked at the Alloted Numbers list (as on 18-Oct-2011) and it shows KL-07-BS-49XX and others. But the Fancy Booking History shows KL-07-BS-72XX under 'Booked' status.

IIRC, the 'Range' for fancy booking for a day used to be 250 numbers earlier. Has this been changed now? Can I book a number which is 2000+ numbers away?

Yes, you can book up to 2500 numbers in advance within the range allotted in a week. Great work by GOK.

I think, RTO offices are for each Taluka. Cheranelloor is where She has her Residence Address, Kakkanad may be the RT Office She should contact.

This looks to give a lot of flexibility.

Let's say the Alloted Numbers list shows KL-07-BS-81XX and others. And the new system gives me the ability to book the numbers in the next series as well. Say, for example: KL-07-BT-5XX.

Won't that result in slow movement of a particular series (especially in 8XXX, 9XXX) with most people opting for the new fresh series numbers?

For DL, you either approach the RTO where you stay (Kakkanad, in this case), or RTO at the place where the driving school has its office, if going through a driving school.
