I believe he's referring to low riders as a class of car. You can check those out by searching low rider on Wikipedia or Google. As for the purpose of such a steering, low riders are the very definition of bling. The chain chrome steering is part of that image.

I saw a car this morning which could have got an Oscar on this thread.

It was a modded premier padmini painted in saffron! Thats not all, the boot was modified to look like the hood. It was crazy... at first look I thought the car was being towed from the back.

Unfortunately could not click pics because it was early morning, I was on my bike and the traffic was fast.
