Sir these fancy numbers are very costly and they are always reserved untill unless you have lot of contacts you have chance but Still it is really difficult and i am running after no.4 for my car for three months they need money to buy them as example in Ludhiana city
No. 1 is selling for 4.50 lacks every series and some people are buying them for indica's and indigo's hehe in Ludhiana........

raja, theirs nothing called especial nos.its either fancy nos or vip nos.
all the single digits no comes under vip nos and 0001-0005 comes under vvip nos as they are alotted only if the cheif minister of the states directs(usually).after 0009 all are fancy nos.

Up here in the North there is no penalty as such. Registering in Haryana is cheaper and you can get your chosen number too for a much lower price than Delhi too. Only hurdle is that you should be able to provide a address proof of Haryana i.e. whichever district you want it to be registered at. There is a way around that too, will PM that to you later.

P.S. You can always use the saved money for some nice ICE & the Daaru car-o-bar

drsahaab kya haal he.bhai if you register in harayana then you will have a harayana no .the best is if you can get a delhi registrations as they have moe VALUE added to them plus if tommorow if you decide to dispose it off then it would be much more EASIER and will fetch you GOOD amount.
so go for a delhi registration and at present government has LEGALISED alloting of vvip nos so may be you can get 0001........

Zucchero bhai you forgot one thing. Better resale is available for Delhi resgistered cars but you also pay a lot more to register you car in Delhi than you do in Haryana!! Here are the current registeration charges for diesel private vehicles:

Delhi 4%
UP 5%
Haryana - not sure but it's a fixed figure and quite a negligible amount at that.

Haryana Reg Rs 8000(approx) for Baleno OTR 5.3 lacs...
Whereas for Aveo (OTR 6.2lacs) with Delhi reg they were asking for close to 20K...
