OT: I see what you mean but Delhi is actually a Union Territory, not a state; and in any case, I was referring to the demographics of the NCT population by way of it being more cosmopolitan in nature rather than restricted to one particular "state". (For example, easy to say "non-Bengalis" in Kolkata but difficult to brand a "non-Delhiite" in Delhi the same way)
