Just curious, what is the fine if one is caught permanently using an out-of-state registered car in Bangalore. Furthermore, would the car being registered in the name of a company help safeguard the buyer?

Yes, you will have to pay the fine, it is same as the road tax that would apply. So it is not really a fine, you just pay the road tax.
