The balloons are for the wind in the hair feel. It looks like a santro to me too.

A bit closer and clear picture of the car (or do you want to rename it

) would give more room for comments. I wonder what the car is used for? Marriage Processions? or ????

Spotted a matiz with "maruti suzuki zen estilo" badging on the tailgate and suzuki logo at front and rear near mother dairy plant in Delhi.

Will post pics if I get a chance to see it again.

I so hate the crappy extra 'bling bling' most people add,with the crystals & the gold plated parts on a car. Total waste of money. Stones & precious metals look better on the fairer sex, IMO.
