Yeah, looks like a Sunny to me. I know of a similar mod (done by some Mumbai-guy) at Bhopal. And yeah its for a 13 year old kid. Needless to mention neither the ride nor the rider are Road-legal.

Those horns do seem 'multi-purpose'. Maybe the rider can as well steer the bike holding the horns!
