Global NCAP’s crash test in India likely from end 2023.

GNCAP has so far tested 50 cars from India, under its Safer Cars for India campaign which started in 2014.

Of the 50 cars, 19 were voluntarily offered by OEMs to be crash-tested. The rest were bought and airlifted to Germany for the test. GNCAP says approximately EUR3.2 million have been spent for the Safer Cars for India programme so far.


The transfer of testing to India will save significant costs for the FIA Foundation and Bloomberg Philanthropies-funded safety watchdog.

Accreditation of a testing agency, and appointment of a technical leader are yet to be done to facilitate the transfer of the crash testing activities to India.

The Safer Cars for India programme may continue for another couple of years. GNCCAP is learnt to have secured funding for its activities at least till 2025.

Another round of tests under the ‘Safer Cars for India’ campaign may not be far.

'Bharat NCAP' could be based on Global NCAP's new test protocols

The country’s first new car assessment programme could see a higher crash test speed of 64 kmph compared to 56 kmph that’s required for type approval.

Welcome move. Testing speed of 64 Km / hr brings it at par with ASEAN, Euro , and Global testing norms. Government has also brought production linked incentive schemes for increase in production of airbags , in view of the mandatory 6 airbags. Hopefully additional safety measures will not translate to higher incremental cost for the buyer.

Having a Bharat NCAP which is inferior to the updated GNCAP would have make us look like clowns. Imagine the same vehicle rated 4 star by Bharat NCAP receiving a 2 star rating by Global NCAP !

Also, I personally feel an NCAP is the right way to go supported by legislation. The 6 airbag draft rule is of no use without structural safety which an NCAP will address. The updated GNCAP protocol defines a minimum fitment rate for technologies like ESP and side head protection right from 3 star and above, which offers buyers a choice.

For those people ok with a low safety rated vehicle, that choice should be made available as I have to agree partly with Maruti here. Making an entry level car like the Alto & S-Presso so expensive with mandatory 6 airbags, etc. does prevent many 2W owners from upgrading to a car.

The rating authority has to be kept independent of the industry and government and this should work quite well.

Here, the government can help by bringing in a subsidy or tax incentive for manufacturers to adopt the requirements over say, a 2-3 year period. This will enable faster transition to the prescribed requirements.

ARAI's Mannikar: Documents for Bharat NCAP ready. Time is quite right on introduction of Bharat NCAP soon.

Bharat NCAP draft notification greenlit by MoRTH.

Bharat NCAP likely to have a combined rating for adult and child protection. CNG and EVs will also be crash-tested.

However, the minister's understanding and attitude towards automobile features, and the answers in the Q&A session at the end has me a bit worried. Hope his advisory team knows what they are doing.

On one hand are Maruti's product development and marketing teams trying to make people believe that newer Maruti cars are safe and on the other hand is this guy blabbering whatever comes to his outdated mind!

Assessment protocols on Page 124.

Protocols include adult occupant protection, child occupant protection and safety assist. Requirements similar to July 2022 GNCAP tests, with differences:
-UN/FMVSS regulations referenced in GNCAP changed to corresponding AIS regulations
-fuel leakage penalty extended to post-crash battery requirements for EVs & hybrids
-protocols for 'corporate twins' (eg. Baleno/Glanza) and partner models (eg. Polo and Vento) like Euro NCAP
-points vs stars balance limits same as GNCAP but slightly tougher because seatbelt reminders do not add to adult protection score.
-scoring and visualisation still pending

Additional requirements differ from Global NCAP:
-pedestrian protection and seatbelt reminder requirements removed and replaced with corresponding Indian legislation with no extra points for rear seatbelt reminders

I was hoping for something more like ASEAN NCAP with motorcyclist safety etc. and better pole and pedestrian tests instead of these pass/fail criteria. This was an excellent opportunity to create a separate section for vulnerable road user and include blind spot detection and better pedestrian impact tests with upper legforms etc.
