Yes you may be right. The City might have a better average but that too the difference wont be much. This edition's Overdrive had some cars driven from Bombay to Calcutta including the Verna and City. The average mileage figure for Verna was 11.7 and for City was 11.8. Thats a negligible difference. The mileage depends a lot on various factors including the driving habits.
Safety also I feel Verna has an upperhand as it provides ABS and rear disc brakes as optional. Both cars dont have airbags which is a big drawback. The Aveo scores here for that.
I dont think there are any crash tests here in India.

One of my friends has booked Verna Petrol. I asked him to go for ABS. He is going to get it only at the end of January.

Nice pic do you have a better quality one. What tyres are you running. Looks like you have spacers? The wheels seem to be offset outwards.
the last pic is nice dude. wish you had better quality ones with the alloys. cam phone pic quality isnt great.
