Literal translation:
Develop the self so that before every decree, God will ascertain from you: “What is your wish?”

Philosophical translation:
Humans have the ability to affect their own destiny by their own actions. It is the strength of our belief and our Will power that God rewards. Therefore, instead of waiting for things to happen, we should try to make them happen. In the context of the poem, it means that one should raise the degree of one's self realisation to such an extent that destiny waits for one to tell what one wants.

Well, there's hardly any reason to dispute this statement. Is there?
