The HTC Diamond is released in Hongkong for Rs.30,000/- and Airtel is launching one here for 27k if im not mistaken. But with the 3G iPhone coming in, its definitely gonna face some tough competition.
I'd personally prefer the HTC anyday. iPhone is too too wannabe-ish.

Its quoting at around Dhs.3,250 here which is Rs.35k. Is it available in India already? I'd like to buy from AirTel, then.

No steer, not yet launched. Its a 2G version read as NO 3G of Diamond which is proposed to be launched towards middle of the month at 27,500 INR.

No 2G-only version announced by HTC, AFAIK and I doubt if they will make a separate model only for India.

Remember the Peugeot 309 "rugged Afrika version for India" debacle? The new CEO was smart to realize the goof-up and get Peugeot out of India before further damage was done to their reputation.

Strange things can happen! If HTC thinks "Indians don't have 3G service, they don't need 3G", they will come to the logical conclusion that a 2G version, cheaper with the 2G silicon, will generate more interest by sheer virtue of appeal. Hope they learn a lesson from Peugeot.

Nokia has released the N78 in India. With a 3.2 mp camera, I guess its slightly inferior to the N82. But is still priced at 19,999/-

you could go for higher spec phone but proportionally the price goes up.
N77 and N81 come in range of 13.5k to 14.5k.
a slider in that range would be 6500 slide which has a scratch free body and fine looks too or
N76 which is a flip phone also comes under this range but its body is prone to scratches.
if you provide exact upper limit of your budget then i could help you better.
