It's nothing weird or wacky. It sure is an air intake, hence can be called snorkel. Many of the 3-wheelers from Minidor, Mahindra Champion Alfa etc sport such an intake.

The donor vehicle is Ford Mustang, but I'm at loss of words to describe the end product except horrendous!
