Maybe the bit sticking out is to prevent mud spraying on the fender and door. Looks like an added mudguard the way bikers use cardboard sheets during the monsoons. No idea why he would use the mat, that too so badly fitted.

That scorpio doesnt have cladding so the mat prevents splashing and also it matches the body color .
Sensible but a little overboard not to mention ill fitted.

Take a look at this Bolero. Look at the mud flaps. Its a Bolero but on the mud flaps "SUMO VICTA" has been written. I dont understand what is "OBEY" and "OBEY". Entire back of the car is quite entertaining.

Exactly. I have seen many such over size mudflaps on taxis .
