Fuel price fluctuations - this phenomenon can be quite complicated to understand, given the number of variables involved. The general assumption is that the global crude oil price is king and while it is a major decider, it is hardly the only factor at play. 

From buying the crude oil, to transporting that oil by burning more oil, to the dealer's commission, to government policy, there are several factors that affect the final price that the end consumer pays. Even the uneven taxation structure means that some states pay less than others.
