Yes, very likely this is a one-off registration series created for the office of Chief Justice, to be used on the primary vehicle of the CJI, in this case the E350. The number could be transferred to next vehicle as and when the official car gets replaced.

Turns out DL 1 CJI 0002 is allocated to NALSA

As mentioned, the 3-alphabet series are nothing new in Delhi, but what grinds my gears is that transport authority (MoRTH? or Delhi Transport Dept.?) went out of their way and broke the rule of not using the alphabets 'O' and 'I' in a registration number (confusion with 0 and 1 respectively).

These subtle (or not-so-subtle?) different rule for officials reeks of babu-mindset
