I have once been involved in a minor crash, which resulted in no injuries to anyone. I had a dashcam and the police at the scene determined that I was not at fault. They gave me a DUI test, and let me go. That was the last I heard from the police. Months later, I received a letter from the court to file for any compensation claim due to injuries/loss of property that was not covered by insurance. There was nothing, so I filed a response via email and that was that.

So, if you are not at fault, you should not ideally have no trouble with the police or judicial system. I wasn't a tourist, but a resident at the time of the accident. But I guess it won't matter.
