Techno, I forgot to mention. I did get the hypothecation removed on my car's RC book. Having a car loan with SBI complicated things. Additionally there is a new rule from the RTO that a "Trade Certificate" is required from the bank to get the hypothecation removed. You might want to add it to the procedure. I have a copy of that certificate and will post a scan once I get back home.

What can I do now? Is there an exception process?? Any help would be appreciated.
In my case, I got HP removed after 3+ years of first NOC. Upon my request, ICICI issued a fresh NOC to my changed address (with out any charge, I guess this differs from bank to bank). So, nothing to worry.

Step by step guide for Mumbai - Andheri west RTO

Total cost 550. Agents outside quote 2000.
Documents to be carried and submitted.
Original NOC
Original 2 copies of form 35
PUC Xerox
Original RC card – carry it in a pouch so it can be stapled. Or the rto officer will make you hunt for one.
Insurance Xerox

Documents to be carried for verification
Original PUC
Original insurance


1. Go to C19 unit no 5 – C19 is for MH02 JP series. and Mr. Suraj or Mr. Dumle will do the verification of documents and staple them in a particular sequence.
2. Next they will ask to get a stamp one copy of form 35 in the adjacent building of unit no 5. There is no marker at this counter.
3. Same bundle has to go back to C19 for some entry. Paper bundle will be returned to you and asked to make payment of Rs.200 at counter C2. Take the payment receipt and return to C19. Submit papers bundle and receipt to C19 and waits for authority signature. This took 2 hrs.
4. Collect the signed paper bundle and go to Deputy RTO ???? Mr.Khairulna for his signature.
5. Take the bundle back to C19 and submit for further approval and system entry of details for New RC card.
6. They will ask you to come the next day to check what they have entered and printed, and sign to accept.
7. Take the paper bundle and make payment of Rs.350 at counter C6. The bundle will be taken and a receipt of 350 will be given.
8. You can collect the new RC card after 10 working days from counter C19.

Very informative. But I will still have to avail the services of an agent since I would have to go to the RTO on three days, that too within a span of a fortnight. My boss would me kick me out if I availed so many leaves in two weeks or so.

Great information here. I have one question though. I recently purchased a second hand Honda City that was less than 6 months old. After the purchase, the original owner completed the loan and I am presently waiting for the NOC from his bank. So now I need to remove the hypothecation and also register the car in my name. Is it possible to do both in one go or will it need separate trips to the RTO?

Thanks again, I went yesterday, to never-never-land (RTO office) to remove hypothecation for my Yamaha FZ-16S . Felt just like movies, where the protagonist feels all alone even in a massive crowd. Anyway, I reached out to a guy he was helpful and in the same breath he mentioned Rs. 1100 for his expertise, when asked for the official rate, he said, Rs 350. I told myself let's ask my seniors here at Team-Bhp, and yes they did not disappoint me. Let's see how far my will takes me.

Hi All,

I purchased a used Pulsar in Bangalore. The vehicle is rigistered at Indira Nagar RTO. The bike is in EXCELLENT condition. Now the problem is that, the owner of the bike is now settled in UK. (I dealt with his brother). The owner has signed all necessary documents before leaving to UK and handed it over to his brother. The RC book mentions Hypothecation from ICICI bank.
Now when I went to get the bike transfered to my name, the hypothication needs to be removed first. The NOC from bank has date Feb 2009. That is, the NOC is now expired.
Now how should I get this done. The owner is in UK. He can't come to India just to get duplicate NOC from bank.
Unless, the Hypothication is removed, How I will be able to transfer the vehcile to my name??
Need help here

He solved a difficult transfer for me when another agent forged my signatures on the transfer form and other papers. He arranged a meeting with a senior RTO officer and settled it once and for all.

Got my car hypothecation termination done at Yeshwanthpur RTO, Bangalore:

Documents required :

1. RC book/smartcard in original
2. 2 nos of Form 35 duly signed by self and the financier
Make sure that financing company seal(Name & Address) on the form 35 matches with what is specified in your RC book.
With lot of mergers and office space getting shifted, its possible that Name/address seal in Form 35 might not match. RTO won’t accept the application if this does not match.
3. NOC from the financing company
4. Insurance copy
5. Emission certificate.


From the ground floor shop buy the following items :
  • Envelope with 15Rs stamp on it for 20Rs. Its cloth lined envelop. This will be used by RTO for sending the smartcard to your address. Write your current residing address on this envelope. Its ok if the address on the RC book is different.
  • Buy a folder for 3Rs. It’s just a folded brown sheet. Get all your document punched and tie everything together in the folder.
  • If you have smartcard, then get a small plastic pouch and put your smartcard in that. Tie this plastic pouch to the folder.
Its recommended to buy the above items from shops in the RTO, just to make sure that RTO official don’t crib about giving different type/size envelope/folder.
Now go to the 2nd floor and enter the office space on the left side(when u come out of the lift).
Go to the counter 1. Here the officer will verify your doc and scribble something on it.
Go to the next counter for computer data entry.
After this go and make the payment in the cash counter. Approx. 100Rs for HpT and 200Rs for smartcard.
Now come back to the counter 1 with the cash payment receipt. He will again verify your doc and scribble something on it.
Next go to the counter 2 and handover your file. They will give you acknowledgement for your application.


You are done. RTO will send you the smartcard by post within 1weeks time.
