No. Owner doesn't have to visit personally.

I had my car taken by the garage owner, who also had arranged an agent. Taxes + broker fee + couple of pending parking fines - paid 18k in total.

Documents - In addition to PUC gave copy of self attested aadhar, a passport size photo with signature on the back, insurance, RC original.

He got the PUC done enroute to the RTO, at the RTO their server was down for a bit - so including that plus traveling 6kms one way in weekday traffic it took them approximately 4 hrs.

Getting my i20s Passing renewed at MH RTO

Hello all,

Since my i20 was registered originally way back in January 2010 I had to get re-passing work of my vehicle done since as of now I do want to retain the car, also since MH has the cheapest and easiest process of getting re-passing work done at RTOs it's a no-brainer choice given you have the intention of retaining your car. I genuinely hope it remains the same even in the future.

Anyways coming back to the topic, since I personally had some busy schedule I avoided to prepare the paperwork and other necessary stuff thus hired an agent for it and I have to say they charge quite a bit for their services with little scope of negotiations. In total for a 2010 Hyundai i20 Asta I had to shell out 16k to the agent for the complete work, rip-off I know but I really didn't want to loiter around Govt office every now and then since we all very well know how things go around in here.

I was given the slot during afternoon for fitness test, nothing much to prepare beforehand, the usual PUC, Insurance stuff and the car should be in rather presentable condition, just that. A few other cars like City, WagonR, Punto etc of similar vintage were present there for the fitness test along with my car.

I don't know if it was mandatory or not but there was a person saying it's mandatory to put reflective strips around the car for passing fitness test, since I saw all the other cars had stuck those on their bumpers( 2 white strips on either side of front bumper and 2 red strips on the rear bumper), I allowed it, at first the person was demanding 200Rs for it, just called my agent and they had a small conversation and I didn't have to pay him for the tapes.

Coming to the actual test, it was rather too simple IMHO, there were 2 RTO inspector officer ladies(), asked to start the car, move it back and forth, apply brakes, checked if headlights, taillights, blinkers and wipers are in order or not, cross-checked the VIN and voila, the test is done and my i20 has passed with flying colours!

The RC was submitted too and new updated RC would soon be available to me as a soft-copy while the hard copy would be dispatched by post as usual.

The next visit of mine to RTO now would be around March/April 2027 for my Honda Aviator's re-passing and again around September 2027 for my dad's WagonR albeit the latter visit would be at JH01 DTO.

I am also planning to go the agent route with a wagonr in the family. For how many years do they extend it?

congratulation for the extending the life of your i20, wish you many happy miles again with new RC.

RTO process in MH (i have experience in Pimpri Chinchwad) is quite straight forward, you juts need to take time for 2 visits to RTO. The people are helpful and provide you all info that you need to process any work (RC renewal, registration, transfer etc.). You could have saved 90% of the cost by doing it yourself.

In 2015, i forgot my Honda city RC in Toronto Hotel. Upon my return I was clueless where i lost my RC. I files FIR and went to RTO for duplicate RC and all process went fine and happen in 1 day itself. IIRC i just spend 500 odd rupees that time to renew the RC. On my subsequent visit, the hotel manager informed me about the forgotten RC and now i have 2 RC.

I mentioned it on the original post itself, it roughly boils down to around 15-16k, yes they charge a bomb and don't negotiate much but if you don't have too much time to loiter around RTO you can go via that route.

They renew the registration for 5years post which you have to repeat the process again

Nice to know the process ain't that much of a task I have imagined but still honestly speaking even getting out of your house has just become so cumbersome nowadays I try avoiding it as much as possible, therefore found the agent helpful even though it meant shelling out so much.

As the process has been well streamlined, we don't have to spend much time in RTO, even when we do it ourselves. Pay the fees, get the inspection done, submit the documents and you are done. At least in Jayanagar RTO in B'lore, I have had good experience doing it ourselves for couple of our vehicles. All that you have to do, is bring the vehicle clean and neat on the day of inspection, and you are done.

Recently got my 1984 Jeep RC renewed for another 5 years and it was totally hassle-free. Documents needed were:
Adhaar copy, Old RC in original, Original PUC and a copy of the insurance.
Got the fitness certificate and inspection done. The RTO admired the still stock condition of the jeep and requested a test drive post inspection.
Paid the fee and got the RC. Entire process took about 10 days from the date of application to receipt of new RC.

My 2009 A-Star was up for its RC renewal this year at KA-03 RTO. I decided to start the car prep works 2 months before expiry and get the inspection done 1 month before expiry.

Car prep:

The A-Star was in fairly good nick with no major dents or scratches on the body panels. The bonnet had a few scratches and the roof had few small dents (thanks street dogs!) but nothing one would lose sleep over. All lights were functional without any major cracks/damage. Passenger side headlight had a bit of yellowing. One tail light had a 5cm crack but it did not have any water ingress and the crack was visible only at close quarters.
The front and rear bumpers took the brunt of Bangalore's close knit friendly traffic. The front bumper had a few dog bite marks and paint chipped off in some areas. The rear had a 2-inch tear in lowest center region. A rear-ending incident had left very obvious and nasty looking scratches on the passenger side of the rear bumper. Both bumpers were mended and repainted.

While the IND plates on the car were fine, to avoid any scope for trauma, I installed HSRP plates post bumper repaint. Made sure to get the windshield sticker fixed as well.

The 15-year-old OEM horn was weak at best. It occasionally squeaked like a mouse but remained in silent meditation majority of the time when I needed it. It was replaced with MindaUNO D95 horn pair.

The Oct 2018, 28K run MRF ZLX tyres had sufficient tread left.
The mirror caps had many visible scratches on them which I left unattended.
All glasses were in good condition and without any sun film.
The A-Star had no aftermarket accessories apart from a Pioneer HU and a dashcam.

During the car prep phase, I met some interesting folks, had some nice conversations and engaged in some DIY. All part and parcel of a healthy long-term car ownership.

Paperwork:

The process is fairly straightforward and has been described in sufficient detail in previous posts. I applied and paid Rs.6762 online. Got all the papers in order with a file and envelop.

- Form 25 - printout with chassis number pencil imprint at the bottom
- Fee paid receipt – 2Nos, printout
- Receipt of online application - printout
- RC card - original in a small zip lock pouch
- PUC - copy
- Insurance - copy
- Aadhar - copy
- Self attested envelope
- RTO file

I carried a bunch of additional documents since I didn’t know what to expect. PAN/Aadhar/marriage-certificate/horoscope the lot!
Drinking water, snacks and a cap go a long way to make things pleasant while waiting for the inspector in the blistering heat.

Inspection:

The big day! Where every beloved car owner is made to feel powerless!
Washed the car in the morning, prayed to the powers above and headed to the RTO.

This is how the stars aligned:

10:25am:
Bought file/envelope, arranged stuff. Made my way to 2nd floor - all paperwork was restricted to 2nd floor only.

10:35am:
Counter 5. Docs were checked.

10:55am:
Counter 3. Docs were checked again against entry in computer, file handed back. Was asked to proceed for inspection.

11:00am:
Reached inspection area. I was 13th in the row on a Saturday. Count went up to 20 by the time I left.

12:05pm:
Two-wheeler inspection starts

12:10pm:
Four-wheeler inspection starts

12:40pm:
A-Star passed with flying colours. No comments, no questions, file handed back to me. Was asked to head back to RTO room 20.

12:50pm:
I am No.3 in queue at room 20. This is the Vehicle Inspectors office.

1:15pm:
Inspector arrives. I present my file. Inspector signs and seals the Form25. Assistant inspector checks the file, makes note in his notebook and hands file back to me.

1:20pm:
Submit file at Counter 1. Details were entered in computer. I was asked for any other document which could be stamped as acknowledgement. I handed the extra fee paid receipt. It was stamped, signed and handed back.

Less than 3hrs and I was done!

Details about the inspections:

The inspector and his assistant approached the car. The bonnet had to be kept open. The assistant inspector peeked in the engine bay, he closed it and asked me to start the car. In this time the inspector took a walk around the car and checked the file. He had a notebook in which he would jot down any irregularities/fines. This notebook was later checked before signing the form-25 in room 20. When the car was started, the inspector glanced at the tailpipe. In my case, the electricals, tyres etc. were not explicitly inspected. The inspection was done in under 5 minutes!

Every single car before mine had some or the other questionable qualities - I believe this greatly helped my cause. The defects ranged from broken bumpers, cracked lights, massive tyres and alloys popping outside the bodyline, visibly faded paintwork patches, bald tyres, bright-red horns visible through the grill, aftermarket aux-lights, rusting on fender/running board, rusting on the shock towers under the hood, rusted out chassis number (could not take chassis imprint on form), shabby paint touchups, painted stock alloys. You name it, they had it!

The wait:

After the inspection on 18th May, the application was approved on June 25th. Vaahan reflected the updated expiry date. I received a RC dispatch SMS with tracking number on 19th July, but the tracking number was incorrect. I was unable to retrieve the details from Speedpost. I decided to wait it out. Finally, I received the RC card on 25th Aug - 3 months and 7 days later.

Other points:

- Though I spoke in Kannada, at no point in time did I feel that language would be an issue. The officers were open to other languages.
- The flow and proceedings were smooth, no confusion.
- Majority (if not all) other four-wheelers came with agents
- I did not at any point feel I should have enlisted the services of an agent
- The RC arrived in an envelope without any tracking number on it and it was not in the envelop I had attached in the RTO file!
- Through the whole process there were only two phases of strain
1. Getting the car ready – identifying what should be fixed and what is acceptable. Its anyone’s guess really and all boils down to the mood of the inspector on that day.
2. Waiting for the RC to arrive post inspection. This took an unusually long time.

Hello all,

Just to give you a small update, today morning received a SMS on my cellphone from Vahan saying my documents have been cleared and FC has been issued till Dec 2029 which is being reflected on the website as well, virtual RC would be available soon and hard copy has been dispatched and should arrive by this week itself!

This leaves me stress free for a long time now and enables me to use my car worry-free since both PUC and Insurance policy too have been recently renewed too.

I think the reason your inspection was so quick was because they only had to double-check the year of manufacture - your car looks immaculate! And in that colour, it's quite the achievement

Sorry for noob question but why delhi and NCR guys are not allowed to extend vehicles registration beyond 10/15 years? When I went to extend the registration of my car after 15 years at noida RTO they simply declined and asked me to take NOC and get the vehicle re-registered somewhere else. My car is in pristine shape kindly advice what I can do to extend the registration. Thanks in advance.

Thanks to National Green Tribunal and their team of hare-brained advisors we have such restrictions.

"The National Green Tribunal (NGT), Delhi, vide its order dated 26-11-2014 passed in O.A. No. 21 of 2014 Vardhaman Kaushik & Ors V/s UOI & Ors, has banned all vehicles that are more than 15 years of age to ply in NCT of Delhi and vide its order dated 07.04.2015 passed in O.A. No. 21 of 2014 Vardhaman Kaushik & Ors V/s UOI, directed that all diesel vehicles (heavy or light) which are more than 10 years old will not be permitted on the roads of NCR, Delhi. All the registering authorities in the states of Haryana, U.P. and NCT, Delhi would not register any diesel vehicle which is more than 10 years old. Petrol vehicles which are more than 15 years old and diesel vehicles that are more than 10 years old shall not be registered in the NCR, Delhi.

Further, the Hon'ble Supreme Court in WP No 13029/1985 (M.C Mehta vs. UOI),vide its order dated 29.10.2018, directed that all the diesel vehicles more than 10 years old and petrol vehicles more than 15 years old shall not ply in terms of the order of the National Green Tribunal dated 07.04.2015."

Thanks so much for taking the effort to document the renewal process for RC of your AStar. My car is due for the same next year in July. This detailed process and documents pointers would help a great deal then. And I am guessing they didn't ask for your 'marriage certificate' only because your AStar was in immaculate condition.

Congratulations are in order for you Rajath - and also the other Honest citizens who were in the queue along side you who decided to fight against the Driving School/Agent mafia! KA03 is Indira Nagar - I have a few Tbhp friends who went through hell in that RTO and have misplaced the 15 year old car/jeep RC books in the name of 'Saar, I will get it done, 20,000Rs Only'.

PS - I suddenly feel very old bro, Swift, Civic - all 15 years old! Damn. What Gen am I from (or others who feel the same, from) where I used to see Amby/Fiats/Jeeps/Tempo F307, Trucks/407 up for Repaint and FC/Green tax.

Surely, the world is a better place today...!

This is one strong reason why I didn't want to enlist an agent for the 2 ownership transfers and 1 RC renewal so far. Even if I go through a tough time, the documents will be safe.
