RBI has instructed banks to allow credit / debit card users (new and existing) to choose card network (Amex, Mastercard, RuPay, Visa, etc.).

This will be effective from October 01, 2023.

I had linked my HDFC Rupay Credit Card to my G-Pay Account but as mentioned above, it didn't work everywhere. Now I have linked it to the HDFC Payzapp App and haven't had an issue with payments getting rejected.

So does it mean that HDFC can't refuse me a UPI card, while offering a VISA?

Yes. That's what the circular says.

Some banks are taking requests and doing it even now.

But they will be forced to do it from October 01, 2023.

Yes it does. I have observed failure with PayTM sometimes but worked with PhonePe.
It doesn't work if the QR code is against indivdual's Savings account.
All merchant QR codes, it works. I also always prefer credit card over other options.

Can someone please explain the advantage of attaching our credit cards with our Gpay account, how it is done and whether Mastercard/Visa cards can also be attached?

One advantage, I suppose thats the context in which above discussion was there is in having merchant payments done via the card after initiating through your UPI app (not via QR code scan).

However, what I use for is two scenarios mentioned below -
I have added by HDFC Master CC & SBI Visa debit card to Google pay, also, the same HDFC Master CC is added to my PhonePe.

When making payments, say any bill payments and all, I select wallet > then Phone Pe. Then the PhonePe app in my phone is triggered and list the available payment options in the bottom of the screens. So along with the banks linked, it will show the HDFC CC also and it makes it easier to pay after entering the OTP/ CVV. This is a much easier step than entering the CC details for each transactions.

The other useful feature - Specifically with Gpay + NFC enabled phone is that you can use this CC or debit card saved in the app and make NFC / tap and pay transactions even if you dont have the card.

So, for example after filling fuel in car, I just tap the PoS machine with the phone of mine and the amount gets debited from the card which I have selected as default for my NFC transactions. Much easier than taking wallet or making sure you are carrying the card that you want.

Thank you all for your responses. Will try it across a few of my usual merchants today and see how it goes.

In the meantime, HDFC is dragging their feet about 'converting' my Regalia Visa to a RuPay card. Will escalate with them. I guess the RBI circular will bite them in the bottom about such biases in favour of Visa and Mastercard.

I still have my doubt. Any bank now will have to offer me a RuPay card but it may not be the variant that can be used to make UPI payments.

A quick question. During last couple of pages a lot of you have been applying for Rupay CC. AFAIK, the advantage is that it allows payments to merchants with QR code. But only the small kirana or neighborhood stores accept UPI QR while having no other PoS. If we want to pay in big stores or utility payments or insurance etc. other Visa/ Mastercard cards just work fine. So why is sudden spike in interest for UPI CCs? Am I missing something?

My usual payments at neighborhood stores don't exceed 3 or 4k per month which is not a big enough spend to justify going for a Rupay CC.

Perhaps it may be because they fall under the P2PM category. There are a few individuals and very small-scale businesses whose income is below 50k, and they are unable to receive UPI payments using Rupay cards.

There are a few co-branded Rupay credit cards which have added benefits:-

a) Fuel - There are a ton of co-branded Rupay credit cards which give anywhere between 5-7% cashback on fuel spends. Some of these cards also have decent cashbacks on grocery spends (better than a lot many entry level Visa/Mastercard CCs)

b) Train tickets - IRCTC co-branded cards give anywhere between 5-10% additional cashback on train tickets apart from Railway lounge access

c) E-Commerce - Tata Neu HDFC Bank credit card offers great value for spends on Tata Neu apart from additional benefits for spends at partner brands.

Besides this, a lot many people would fall in the bucket wherein their spends are often done at small kirana stores where only UPI is accepted. All in all, I think the interest in Rupay credit cards is justified considering the benefits on offer.

Can you suggest some good Fuel RuPay cards? I am thinking of applying for a Kotak IOCL card which gives 4% cashback, upto Rs. 300 pm on fuel spends at IOCL.

Kotak cards in general aren't the best from a rewards perspective. With respect to Fuel Rupay cards; I'd suggest the following:-

a) IDFC First Power Plus RuPay Select Credit Card
b) IndianOil HDFC Bank Credit Card

Both have very good rewards rate/savings on fuel spends with HPCL and Indian Oil respectively.

Any recent feedback on SBI BPCL Rupay fuel card? I understand SBI BPCL Octane is not available in Rupay variant when i checked few months back.
