Not sure if it really is a President or actually an early 80s Padmini- apart from the cosmetics, even the regn. seems to be of early 80s!
However, the main problem for a potential buyer would be that this is a Delhi-registered car and so registering it in a Delhi RTO or even obtaining an NoC from one would be impossible now thanks to the ludicrous NGT ban that is currently in place on older vehicles in Delhi/NCR!

Yes, it may still be possible to buy an older vehicle in Delhi/NCR and even drive it home, as Salman has done, but hope you understand that my comment was about issues pertaining to the registration of the Delhi-registered vehicle in question in your name, if you buy it. I mentioned this based on the fact that- and Salman or any of our Delhi team bhpians can corroborate if needed- the NGT (National Green Tribunal) has issued orders against registering- I repeat- registering ANY vehicle older than 15 years in any RTO in Delhi/NCR or even issuing an NOC for the same if the buyer happens to be from another state even and wants to take the vehicle out of Delhi! And, again AFAIK, what we term as 'vintage' or 'classic' vehicles in the region are NOT exempt from said rule either (though HMCI in Delhi has submitted a petition requesting for such an exemption)! I understand that earlier this year, even for conducting vintage car rallies like the 21 gun salute etc., the organisers had to take special permission from the NGT to allow these cars on the roads of Delhi even if twas for just a day!
