It looks more like KOP, and description mentions Kolhapur, so probably that.

Harit,
It looks like KOP to me as well. Q was not a known early registration letter also.
However, if we assume that it is a pre 1939 registration/photo from the vehicles and the fact the the second vehicle in the photo has an old single letter Bombay registration, it looks like you have found another gem!
I do not have KOP or Kolhapur on the early Bombay Presidency list so I think it is fair to say Karlosdeville is correct.

This is an image from Calcutta of 1944. In the foreground, a Dodge bus number 5 A (Ballygunj - Howrah Stn) is seen with a BLS 397 number plate. Is it a bull bar that it is fitted with? Also by its side a Bedford bus number 8A (route not clear) can be seen.The Howrah bridge can be seen in the background.
The rear axles of the buses seen have a single wheel, whereas there is provision for two plus two wheels on the axle.

Anjan,
Wonderful old photo of the Calcutta buses. A shame there are not more pictures of these old commercial vehicles still around. It seems that Calcutta had BLP, BLS and BLT for their buses and taxis (public transport) under the 1939 registration series. I am not sure at all why they and Bombay (KMT) did this and I guess there may have been other series also.

Commercial vehicles, those for hire, in Mumbai had MRP, MRQ, MRR, MRS, MRT series. Before that we had BMP, BMQ, BMR, BMS, BMT. All others were private vehicles and the ratio seemed to have worked. Probably P, Q, R, S, & T were the letters used in most cities for registration of commercial vehicles. When these no longer sufficed, we got MRO, MRL, whereas BMO probably was never issued, and BML was a private car series. And in Mumbai this carried on bye and large for the MM series, like MMP. There is scope for some research here.

From the vehicles I know about and research done by you and other members here, I have this list for Bombay/Mumbai for the BM, MR and MM series.
The list is in alphabetical order rather than date of issue (as in the line above) and MRB is private temp with MRN commercial temp. I am still hoping one of you in Mumbai will spot and old, probably commercial, vehicle with the MML reg on it.

Most probably due to war time rationing. Tyres (rubber) and oil were two of the premium commodities. Both sides sacrificed hugely for remote Arabia and the rubberfields of the Far East.

Slightly off-topic but, here's an early registration number from Goa transferred to a modern car. Car is owned by a team-bhpian.

It would be interesting to see what information would come up if one were to file an application under RTI.

I thought motor vehicle act was applicable to all states alike
