Think again. You are forgetting that the $199 price is only for "approved/selected" customers. AT&T's selection / approval criteria is a mystery. The rest have to pay atleast $100 more to get the phone without contract, then terminate after one month for $175. Or buy it outright at $599 (I think).
Either way, not gonna be cheap.

Not entirely true, price for new customers is also $199, along with a two year contract, in case of at&t.

Question is, whether the iPhone will be available in India on a no commitment basis or it will have a 2 year contract. I think prices will be on the other side of 25k in case it is available without the contract.

I have pre-registered for the iPhone through Vodafone. No news about prices yet. But yes the prices will be 21K + as there are no service agreements involved. But to make iPhone more accessible to customers, Vodafone might bring in the service agreement concept. I am only keeping my fingers crossed and hope to get a good deal on this.

I dont understand the pre-register thingie?? i have a feeling that its just for creating the hype. Usually once the launch date is confirmed in future, pre-register happens

Anyways since even if we buy a non contract piece from US it has to be unlocked, so best bet would be to wait i guess. One more week for launch in US.

My honest opinion -- its more of a giving you a feeling of getting a first preference when the phone is launched

Does no-contract mean unlocked? Or is it sill locked to the carrier, but you do not have to pay for the 2 years and can use a Pay & Go connection?
