What are these things ? Never heard of Android PC dongle ! If one connects it to TV's HDMI port, what all can be done on tv ? Can we browse internet on tv ? I have a regular LCD TV with HDMI, USB port.

If big screen is one of your priority then Nexus is great otherwise you can consider the recently launched Moto Turbo also. Its got better battery and hopefully a better camera as well along with state of the art 'smart' feature of Moto X which you won't get in the vanilla Nexus.

There's a lot of options in the market but you should go ahead with one that supports 4K output. And then filter them out according to your usage needs.
Check out
1. Toucan stick 4k
2. Toucan Nano 4k
3.MXiii 4k android TV box

But why would I need 4k output? Wouldnt I need a TV that supports that as well?
All three have similar configs to stuff available on Ali. I was worried Ali's stuff may be outdated or something, but they're not apparently, compared to the ones you mentioned. And available for peanuts! I'll take a shot with Ali for now.

I am looking for a budget android phone for my daughter (she is going to start with Class 8 from tomorrow). I would have preferred not to give her a phone so early, but as my son is likely to go to hostel this year, I need to ensure that she has a mobile and is able to communicate in case of any necessity.

Now, coming back to the mobile phone, I am looking at a budget of max Rs.11,000 (would be very happy if I can get something suitable in under Rs.7,000). The key considerations are:
1. Decent rear and front camera
2. A minimum of 1 GB RAM
3. Reliability (longer life, at least 3 years)
4. Screen size between 4.5 to 5 Inch
5. Should be able to play games smoothly.

I have looked at various models and have zeroed down on Galaxy S3 Neo. However, I am also looking at Lenovo A6000 & Redmi 2 (only challenge is the difficulty in acquiring these phones; could be a lottery).

Look forward to opinions of fellow team-bhpians in a similar boat.

Since you are investing money into it then it better be future proof. I said 4K assuming every person with 1080 is gonna upgrade to it sooner or later. So 4k is the best bet

Samsungs generally pass the durability test, but in the current market scenario, any phone will be outdated in less than 2 years.

For a budget Phone, take a look at Yureka. Have seen two of my colleagues using it. One of them has shifted from Galaxy S2 and he is not complaining about the quality-which is a plus IMO.
Buying it may not be easy, but its a good buy for 9K I feel.

Please suggest a reliable source to compare SAR values of smart phones. I am getting conflicting values at different places.

One study indicated that Samsung phones have some of the lowest values, but it was and older study with Note and Note2. No mention of Note 3 or 4. The same study also said that Motorola phones have generally higher values.

Iphones seem to be consistantly on the higher side but in a site I see similar values for iPhone 6 and Note 4.

Oneplus one claims to be very low but I don't really trust the manufacturer numbers.

Totally confused on what to buy.

Not an expert but this SAR value should be a bigger deal than it is. As of now most people aren't even aware of varying degrees of electromagnetic wave emission by different phones. I have an almost 4 year phone by Sony that runs on Android ICS. This phone has the lowest SAR emission I've ever read of at .42W/Kg. iPhones and Motorola do have much much higher SAR.

In that aspect I respect Samsung for their patented low SAR technology, you can be assured that most of their models will be well below average SAR compared to most other brands.
