My zen estilo has clocked around 22K
I am running on LPG available at filling stations and in city getting only 11 kmpl. I am not facing any problem with the car.

can anyone clarify why car gives double the average when running on domestic LPG?

This is because the pressure available in a domestic cylinder is more than the one available in petrol bunks.

how to improve my milege

I got myself a 3.5 year old Swift and I think when I try to calculate i get around 8-9 KM in City. Ofcourse, I have learnt driving only 6 months back but should that really have this severe a impact?

Yes, driving technique matters a lot!

I got only 8.5 kmpl with my first experience with an AT (Civic-AT).
Now I sometimes get a nearly-impossible 16.5 kmpl! (you can see my previous posts on hypermiling).

How is that? It went completely over my head. FYI i transferred LPG from domestic cylinder to the gas cylinder in my car. Please clarify.
