Thanks Sushrut ! that helps. the question now is . Which projectors to use.
Also yesterday i went to my accessories shop (it is a very big and very well experienced shop - Wheels car customs - Andheri Mumbai) and explained about this problem . They were very sure that installing projectors will not help the highway visibility . However your above pics is completely different and i will show it to them as well. The question now is : Which projectors are you using in your civic. ?

I'm using FX-R projectors.
These were sourced from THE RETROFIT SOURCE, http://www.theretrofitsource.com/

See it all depends on what kind of projectors and what Hid bulbs you use. Cheap chinese ones are better avoided.
Buy FX-R or Hella Projectors, as they are known for Low beam & high beam performance, you'll not regret buying it all.
They are superb.
You can't expect the beam penetration of high beam when compared with Auxiliary lamps.
Good Projectors will be sufficient for highway driving.

Manza has seperate headlamp reflector for high & low, you can add BI-Xenon projectors in the low beam barrel , which will act as low & high beam.

Would you recomend these Xenons from hella .

If you see the bottom of the pic it shows the throw would be around 300 mtrs. And also the beam pattern is pencil beam type (fog lamps beam pattern is exactly opposite to pencil beam)

The other advantage with them would be i can have them fitted in place of existing fog lamp or contemplate installing them inside the head lamps.

Do you have any friends coming from USA ? If yes get it from them.
Else $315 will proove to be very costly for the Projectors , add some more amount for the retrofitting cost.

Meanwhile why don't you check from the below.

They are the famous Hella Micro de projectors. They are fog lamp projectors.
I think they retail for around 5-6K here.

I was suggesting you to buy either FX-r or Hella Evo X projectors from TRS.

Best and Cheapest option is install Hella Rally series auxiliary lamps.
Very good output, I've used them (3003 series) on my brother's Ritz and extremely happy with the light output.

1)No Sushrut, they are not the famous Micro D E fog lamp.
They are MICRO D E premium XENON .

Micro D E FOG have got exactly opposite beam pattern(no beam actually) whereas this Micro D E XENON posted by me has got a beam throw till 300 meters.

2)On the Hella EVOX : yes they are interesting. Will search through Hella site and ascertain the beam pattern .They are around USd150 (however dont know if i can find them in India)

3)Hella Rally series Aux lamp : I have that option at the back of mind. The only problem is to fit them on the car bumper / body which would hamper the aesthetics.

The beams are pretty low. have a look at the pics - before and after. I will know only in late Dec or so, when the fog starts.

How much of a difference would darkened headlights make for glare in case someone plops in HIDs without projectors? I know without projectors they are horrid. Or some kind of shroud on the inside to create an artificial cutoff?

Regarding HID foglamps, do you get the normal OEM foglamps and then fit HID bulbs in that? Or the entire assembly is a seperate one?

You can fit HID's onto the OEM foglamps. Need to install a pair of ballast and wiring for it. You also get projector fog lamps.

These were mounted into standard fogs as a bulb replacement. As naveen.raju has stated the Ballasts had to be installed.

If I install normal foglamps and then change the bulbs to 55W HIDs alongwith ballasts, do I still need to add additional relay?
I had installed relay for my upgraded 100/90 headlight bulbs.

HIDs don't need any relay. They draw only 55 watts of power, unless you import a higher spec hid kit then the wattage changes.
